Rule number one: Don’t piss off the dragon - or Sugar.

If that happens, the city might as well get used to serving a new master.
With the help of her best friend, Lady Sugar - the queen of Savannah with hoodoo in her blood, and a coven of eclectic witches, they’ll fight to take back their city.
No shrinking violets here. Maybe just a few misfits. Katie Bishop’s clan has plenty of heart and grit, and Sugar will have you rolling!

Annoying
This is a case of a wasted good story.
Main problem the ppl are irrational and ilogical and it's blatant that they only act that way because the story couldn't get of the ground otherwise, the most severe example is this inane problem of getting the bone into the enemy....you have dragon strength! Take that bone and stick it anywhere into the body while he's lying on the table in the tatoo studio, or also possible mix bone powder into the ink.
We have ppl talking 10 minutes around problems without anybody actually looking for a solutions.
Nobody has the idea to guard/watch the protagonists friends even though everybody already knows that they are her main weakness.
Ppl are just around for no reason, for example in the party scene the protagonist goes to, there are around 50 ppl there but after 1-2 minutes 80% of them get thrown out so the plot can move on, or when the protagonist goes to a meal and then there is this a guest who surprises her, but after this surprise person being quite for 5 minutes and smirking around for no reason she leaves without any meaningful contributionto the story, who were those ppl? What do they do? Where do they fit into the story?.....nobody cares especially not the story.
And many more such problems that just get really annoying once it's all added together.
Also it's pretty annoying to have a story with a dragon shifter protagonist, but the reader gets 10 seconds in the whole book when she is actually a dragon and then it's even in a useless situation. Even the half shifted sections are insanely short and pretty much never get used to her advantage.
